Level of Governmental Buildings’ Appropriateness for Veterans; Case Study of Rasht City, Iran

Aims: One of the most Iranian urban problems is the inappropriateness of the public places for persons with disabilities. Many buldings have not been made suitable for the veterans and the disabled persions’ achievements. The aim of the study was to assess the adaptaion of public and state buldings for the veterans and disabled persons in Rasht.

Instrument & Methods: In the descriptive survey study, 70 state buldings, selected of 256 buldings via simple random sampling method, were studied in Rasht in 2016. Data was collected by a checklist assessing the adaption indices in the state buldings. The public buldings of Rasht were classified using the TOPSIS method and based on the adaptation parameters. Data was analyzed using Pearson correlation coefficient test to analyze the correlation between the variables.

Findings: In some urban spaces of Rasht, some adaptation parametrs were observd. Noticing the bulding adaptation index, the Gilan governership bulding and the city council bulding were ranked as the first and the 70th, respectively. The management process for the adaptation of the state buldings and the practical actions concerning the veterans were significantly correlated (r=0.637; p=0.0001). In addition, the partnership of the state organizations and the adaptation of the public buldings (r=0.526; p=0.0001), the demographic characteristics of the state managers and the the adaptation of the public buldings (r=0.56; p=0.0001), and the preparedness of the state buldings and the conduction of the adaptation actions (r=0.597; p=0.0001) were significantly correlated.

Conclusion: The state and public buldings of Rasht are moderately adapted for the veterans and disabled persons.
