Evaluation of Martyr and Sacrificer Counseling Centers Based on the Cipp Model in Selected Provinces of Iran

Aims: Martyr and Sacrificer Counseling Centers play an important role in providing various counseling services in different fields to the Martyr and Sacrificer Society; therefore, it is necessary to check the quality of these services with regard to the systemic approach. The aim of this study was to evaluate Martyr and Sacrificer Counseling Centers based on the Cipp model in selected provinces of Iran.
Instruments & Methods: This deccriptive study was conducted on 382 clients, 100 consultants and 22 experts of Martyr and Sacrificer Counseling Centers in Tehran, Khuzestan, East Azerbaijan, Gilan and Khorasan Razavi provinces in 2018-2019. Samples were selected by stratified random sampling method. Three questionnaires for consultants, clients and experts, and a checklist were used to gather information.
Findings: The quality of fields, inputs, processes and outputs of Martyr and Sacrificer Counseling Centers in terms of human resources in all selected provinces were largely at the desired level. In such a way that the clients and experts of the responsible manager were very satisfied with the performance of the consultants. And the consultants were satisfied with the performance of the experts, but the material and physical factors of these centers such as budget, space, and facilities were evaluated at a relatively desirable level. While the satisfaction with the financial and material resources of the centers was evaluated by obtaining a score of 2.57 at an undesirable level. There were not enough specialized equipment and facilities in the centers.
Conclusion: The quality of human resources in terms of expertise and experience in comparison to the quality of organizational and material factors in Martyr and Sacrificer Counseling Centers in selected provinces of Iran is assessed at a high level of desirability.
